[TF-A] Trusted Firmware-A 2.3 release candidate tags created

We have applied the release candidate tags(v2.3-rc0https://git.trustedfirmware.org/TF-A/tf-a-tests.git/tag/?h=v2.3-rc0) to the TF-A source and TF-A tests trees as part of the upcoming TF-A v2.3 release. Please use these tags to perform any platform specific tests planned.
